white goo in oil lines

hey, 98' GTI with white goo in the return oil lines, the machine sunk years ago and this is the first chance for me to get at it (i was to young) Ive got the carb pulled and cleaned, and all the fuel and oil drained, as far as i can see. What is the white goo? and what is it indicating?

Ive yet to try and turn it over, so idk if its seized but i figured i should get the fuel lines and oil flushed.

Also now that my engine is 'dry' do i need to get oil back in it before attempting to turn it over?
 
Water

The white stuff in the oil is water. When water mixes with oil it turns white. You need to empty the oil tank and add fresh oil, then bleed the system. To be safe I would also use premix gas, maybe a gallon or two, when you start up the engine.

If it's been sitting with water in it... it's not coming back to life.


Before you put all that time into it... pop the head shell off, and see if the cylinders are rusted up.
