What is this clip on water box regulator for?

Here is my water box reg. I have no idea what this clip does, I know where it goes but it's not holding anything, only thing inside the bellows is a rod. does it need the be on the bellows for some reason or is it just there to poke holes in the bellows

Yours looks different from any of mine I worked on. That exact clip on mine holds the small end of the Bellow on.

It does hold the bottom end of the bellow on. Most guys use a small zip tie in its place.
