Water Thru Hull Thru Opening.

I am getting a HUGE amount of water up through the Hull Thru Piece on my 2000 GTX. It has caused "2" protection boots/hoses to rupture.Water DOES NOT get into the hull except when these boots have cracked. These were OEM from my local Honda dealer. The mechanics told me that water shouldn't get pass the Hull Thru opening at all. Is that true? I was under the impression that some water should enter thru that opening and go up to the Carbone Ring. The Hull opening looks in great shape. What should I look for within that Hull opening where the shaft enters? BTW-The boots crack open only if I accelerate above 30MPH. And it appears to be A LOT of water pressure thru the Hull Piece.
