Water pressure regulator 96 XP

So my regulator was leaking out the weep hole, so I bought a new diaphragm and put it back on. Now it’s leaking worse than it was before. Some of the threads I’ve read, people are saying it is supposed to snap in the body. But if it snaps in, how would it move up and down to let the water in? Or isn’t the plastic bottom piece supposed to move, just the bellow moves?
 
Ok on further inspection, I removed the piston from the bellows and was able to push the plastic piece in and it seems tight.
But why is there a flat on one side of the body, when I push it in, one side of the bellows is hitting the flat, kinda holding it up?
 
Ok I was putting the plastic piece in the body without the metal washer, when I put the washer in there, the plastic piece doesnt stick in.
 
Once the housings get old they start to leak and the plastic center doesn't fit tight.

Typically it is the diaphragm that is leaking. If you fix the diaphragm but it still leaks I have been installing a small o-ring in this groove.

I honestly don't know how the seal when new but I have been adding the o-ring for a few years now with no issues.
