Water in hull

I have a 2007 GTX, never had any water in the hull until first time in the water this year.
I loaded it back on the trailer and drained the hull and then pumped water back into the hull. The water is coming out of the tube that encloses the linkage to the steering fins. Both sides. I removed the linkage and the fitting in the tunnel and applied silicone. Reinstalled the fitting and let the silicone cure for a few days. Pumped water back into the hull and the water still comes out of the inside of the rubber tube linkage enclosure. Is it possible that the rubber is cracked and allowing the water into the hull?
 
Thanks for the response 3ftdeep. Any experience changing the linkage tube? Is it possible to feed it through over the steering arm from the outside? It appears that it would very difficult to work on inside the hull.
 
No, but I understand it's a bit of a hassle. I'm on my vacation so don't have my GTX shop manual with me, otherwise I'd let you know what it says.
