Water in front of ski locker

I was washing the inside of my boat with a hose and noticed in front of the ski locker there was 3" of water but no water in the engine compartment.

Why isn't that water draining towards the back. I lifted up the tongue on the trailer on to a big block and it helped a little.
Where is this water suppose to drain to?

If you stick your head down in the ski locker... you will see the drain. It may be partly blocked. When I bought my boat... it was full of leaf littler.
