water in engine...head scratcher

I will try to make this short. Recent top end job on 95 seadoo gtx 657x motor. when it was on the hose (start engine then water) there was water leaking around the "head" bolts. tightened bolts and thought we were good. went to lake and in 45 min water was in engine and ski had about 10" of water. take plugs out and run engine and clean plugs. found loose exhaust bolts and thought this was the problem. went back to lake and again water in engine but this time blew the base cylinder gasket. fixed that and went to lake again. you guessed it, water in the cylinders again. This time head bolts were not tightened enough. tightened them and water stopped leaking around all of them, however, water started leaking around the base gasket. What I'm thinking is following the torq spec's of seadoo which is very light is causing the problem. When I tightened the head bolts to about 70 pounds the jugs were lifted up just enough for water to leak around them because they were only tightened to 20 foot pounds I think it is. What do you guys think? I'm at a loss. Thank you in advance for your help
 
Yes and I have even tried another set of all new gaskets. when you say new listings around cylinders, are you referring to the vertical gasket that goes around the perimeter of each one that butts up against the head?
 
oh sorry, that vertical style gasket is one top of the head not the bottom. What if the drain hose from the exhaust manifold was plugged, could that cause water to get into engine?
