New motor installed last summer. Literally had .25 hrs on new engine. Took it out for the first time this summer yesterday and it would not hardly run. Revs from 5-6000 rpm real jerkey. Pulled the spark plug one cylinder is full of oil what would cause this?

Wait, the cylinder or the spark plug tube ?
If its the tube, It's either from the bottom or over the top.
Looking at the coil is the top wet? If so change the valve cover bolts.
If it's only the bottom of the coil where the plug is then the tube is the problem and isn't sealing where it meets the head. My only fix has been to replace them and make sure the bore that they go into is squeaky clean first so the rubber makes a good seal before its Surrounded with oil again.

Otherwise as ski-d00 says, over full oil.
