vts problem plz help me out , thanks

so, i have a 98 xpl and a 97 xp , i put a good vts on the 97 xp and it works , i put that same vts unit on the 98 xpl and it wont work. but i can hear the relay cliking but wont move . what can that be guys ?

well i just got the vts unit cause the xpl is not working. so i tryd the new unit on the xp and it works good . but on the xpl it cliks but dont move at all.and they havent bean in water in a long time like 6 month so i dont know about the water in it .ang the ground were can i start to looking for it?

well i did check it in the other ski and it works perfect. so i dont understand . and it clikcs in the xpl but wont move at all
