Troubleshooting Fuel Gauge

I am hoping someone can give me some insight to how the fuel baffle operates i purchased a used one on ebay very cheap to see if it fixed my problem but not sure if it really works i was told it does! but both my xp's need something for the fuel gauge to work one the low level light stays on all the time key in or out the other only when key in i have read the post on the f1 fuse thats why i bought spare so i could swap out and do one at a time but the ebay baffle i got i plug in and tip to make float move and does nothing on gauge does the baffle need fuel in it too any help with this would be great
