Throttle restrictor issue: 2008 Speedster 150

Hi everyone,

I bought this boat used (2008 Speedster 150, with 215HP). The 2nd time out with it, when we were returning to dock it, the shift lever was jammed, and I could barely get the boat in neutral as if something was jammed. Luckily I did and when I got home and took apart the shifter/throttle mechanism, I found a curved metal piece about 3" long that is suppose to fit between the shifter and throttle, down at the bottom of the compartment below. I believe this piece is a safety item meant to keep the throttle from going faster than idle, when the boat is in neutral or reverse. I did some research to see that on a new shifter, the piece is clearly visible.

My question: Is this piece supposed to be somehow bolted, or attached? I could take the shifter and throttle apart and slip it in. But, don't want to it jam and fall out again.

Would I need to take this to a dealer to work on?
