Its been forever but I was able to remove 95% of the cavitation by going from a 14/19 to a 15/21 impeller. It will hole shot good up to about 80% throttle and will slightly cavitate beyond if you go beyond that. So basically 80% throttle for a few seconds then 100% to top speed.
All the issues I was having went away, it will cruise at a low speed and not gradually slow down to a stop at partial throttle anymore
I may have lost some top end, not sure but I feel like this is a good point to be at as far as tweaking is concerned.
