Throttle Cable????

I am at the last stage of rebuilding my 2001 seadoo xp 951cc. I had to put in a new crank with pistons and rings, bore cylinder jugs .5 over, shave rave valves, etc.. etc.. so needless to say bottom and top end rebuild. Rebuild carbs and reinstall everything. The old throttle cable was sticking so I ordered a new one. Just put it in but I don't remember which hole on the carbs the end of the cable goes in. I currently have it on the first one, but when I push on the throttle it seems that the carbs do not open all the way it can push it further with my hand. Can anyone tell me which hole the end of the cable goes in 1st or 2nd? Also I downloaded the shop manual but it doesn't seem to have the procedure to adjust this cable. I already adjusted the oil side to line up the marks. Any help is greatly appreciated I am 98% done and I would like to go ride it for 4th of July. Thanks

Also how do you prime the fuel system for the first startup after rebuild? Had to drain all the old stale gas from the previous owner.

I respirated the fuel pump pulse port using mouth pressure through a tube to the pulse port, in and out till I felt pressure build and could hear fuel moving. I don't think it was necessary though. Pulling the choke, it should be getting fuel fairly quickly, 5 seconds or so?
