Takes 3-5 minutes for ski to GO!

I have a 96 Bombari. When I take it out it takes 3-5 minutes for it to GO...I have to baby the throttle until I feel it "clear out". It runs rough at idle at first. I have cleaned the carbs, replaced the fuel lines, and taken it to a seadoo dealer to have it looked at. They looked at the carbs and sent it home saying they adjusted it to specs and that they had it running great. Got it home, took it out, and had the same problem. I took it back and they put a rev limiter in it and sent it home saying they had it running great. Took it out and it still had the same problem! I took it back and they did a water test (FINALLY after some convincing)...after 3 attempts at fixing it they gave it back and said they were just going to start throwing parts at it because they don't know whats wrong! They do suggest that it might me something electrical. If I replace the spark plugs it usually doesn't give me any trouble for the first run, but goes back to the same problem after that. The plugs get fouled pretty quickly. I am thinking to replace the MPEM module but don't want to purchase parts that I cannot return. Any ideas? Please help!
 
Well first off you might search for another dealer....... Or better yet spend more time on this site. The search function is great and a few hours spent reading may enlighten you as to the root cause.

It sounds as though the fouled plug problem is the root cause. A few things that can cause fouled plugs are:
If using a pre-mixed fuel are you sure it is the right mix?
Are you running the correct plug and gap per the manufacturer recommendation?
Weak spark from coil
When you cleaned the carbs I assumed you removed them. Did you verify the correct adjustment of the oil pump during the assembly? If no I bet this is your issue. If yes you should still recheck.
