Steering problem

We have a 1995 speedster. It was running fine besides the white smoke that we are trying to figure out.....

Only one of my jets will turn to the right. The boats engines will both turn left, but when we try to turn right it will not turn at all. We took the boat out of the water and when we move the right side jet back and forth the steering wheel will move, but when we move the left jet the steering wheel will not move at all.
Any help????

The cable is probably starting to seize up. BUT... check the linkage up by the steering wheel.
