Starter wont mesh with flywheel

I need some HELP. My 96 SPX ran great last time out shut if off in the water and when I tried to restart nothing. Towed it back and when I got home I heard the starter turned but would turn motor over. I replaced the solenoid, same thing starter turning but not hitting the flywheel. So I rebuilt the starter with new brushes and seals, I didn't replace the spring or bushing on the shaft of starter. Hooked starter to 12v spun fast but wouldn't throw the front gear out. So I put starter into ski yesterday and same thing again, wouldn't engage into flywheel. What am I missing do I buy a starter? Is there something in the motor that causes the starter to engage with the flywheel??

The Bendix gets slung out by inertia. SO... if it's not coming out... then its just bound. Take the starter apart, and grease the shaft
 
Man I am glad you replied I am pulling my hair out and I am bald. Do I need to remove the gear and spring and totally take the bendix out? All i did was pull the shaft complete and replace brushes etc. The rebuild kit came with spring and bushings that I choose not to use? I guess I should put that stuff on?

I agree with the Dr. The Bendix is just hung up. You will need to use those parts to get it to work properly especially the spring.
 
Is this difficult to take the clip of the shaft and replace the bushings? I am wondering how to put the new clip on since the clip isn't complete round? I assume the large bushing is in front and I can't figure out where the smaller bushing goes I guess I will find out when I open the starter again.
