Starter Solenoid

I picked up a 92 XP for nearly nothing because it wouldn't crank. I put a brand new battery and nothing, not even a click. I bridged the two main posts on the solenoid with a thick battery cable and engine cranks well, so I figured it was the solenoid that was bad. I put another solenoid in that I know works and still nothing. So I figured maybe some of the other wiring may be messed up. I disconnected the wire coming from the MPEM and now I get a faint click when pressing the start button, but will not crank. I checked the voltage and I am getting positive 12 Volts on both the I and S terminals (the wire from the start button and the one from the MPEM). Should that happen? I am not sure what to check next.
 
Is the lanyard on? I can't remember if those older skis will turn over with the lanyard off or not.
