starboard charging circuit blowing fuses

Just had new engine put in and it runs fine, but.........I was nosing around the electrical box behind the seat and discovered accidentally that there was no 15 amp fuse in the right charging circuit! When I replaced it (first with the key on the post, then with it off) I got a pretty blue spark and a blown fuse both times. I think the guy has hooked up something wrong. Any ideas to point him at? He's a nice guy, but I'm not so sure electricity is his strong point.
