Here's the answer:
ok. This is known as synchronizing the carbs.
Start by removing the bar between the carbs, and make sure the carbs are tight on the manifold, but with the airbox off.
1) Open the throttle to full.
2) Adjust the cable so the first carb is fully open, but just off of the carb stop. (you don't want to bind the cable at full, or you may break it)
3) put the connector on the second carb, and adjust the bar as needed to hold the second carb in the full open position.
4) close the throttle, and adjust the idle with the screw on the first carb.
That's it.
