spark plugs keeps fouling runs for 5-10 sec.

I have a 2002 GTI LE 718 engine it runs for 5-10 seconds then shut off, it will not take any throttle. It keeps fouling the plug. After taking the plugs and clean them, it start and run for 5-10 sec. then shut off the same thing keeps happening. I change the coil,wires,plugs,new piston/rings, all gasket. Compression reading is 150 PSI on both cyl. Can someone help me please, thanks.
 
replace *plugs BR8ES gapped .021. Is there a big expell of pressure when you open the gas cap?
 
Have you pressure tested the crankcase, oil fouling is suspect once you have eliminated fuel fouling - however the 2stroke family normally shows signs of fuel starvation from the grey fuel line goo and steel gas can trash blocking everything between the tank and the inner working of the carbs. Servicing the top end is the symptom of the fuel starvation - stop replacing parts and find the original problem, chances are it will be in the fuel system.
 
I forgot to ask if you have all new gaskets, you had the rotary valve off - this timing could make similar symptoms even with great compression and fuel system, when off one way no power the other way lots of backfire sounds - double check the rv timing.

I change all topend gasket, I didn't take off the rotary valve off. After cleaning the spark plugs, I crank it up and she start right up and run good for 1 mint. at highspeed with alot of smoke in exhaust sys. then she cuts off. I see alot of gas coming out from the carb. when I give it throttle and its like popping out from the carburater when I restarted it. Everytime I crank it, it keeps fouling out the plugs.

I took the rv cover off and crank the engine the valve stays in one place, I turn the pully and turn the spline it feels like the valve is tripping and its not turning with the engine.
 
soft brass broken gears in the crank rv cavity can tear up the seals, so don't turn it anymore. You will need to split the cases, hope the crank survived, replace the shaft
gear & gaskets? Really bad luck.

This is exactly what happen. The brass gear is grind down in one spot and it seem to be bent, so do I have to replace complete rv ? Crank. has no wear or score, rv plate housing have some score on it, will that works?

You have a bad DESS post. Yes, it could be scaley-dirty, or its wires corroded. Bill
