slow water drain on 1997 speedster

There is a drain hole just under the driver's seat that allows water from the passenger deck to flow out ( I assume into the bilge, so the pump can get it).

It is mostly plugged and drains VERY slowly, and I don't like wet feet.

I have tried Chlorox. I have tried Draino. I have tried snaking a plastic tube in and blowing it. I've gotten a ton of dead bugs, leaf debris, and other organic crud out, but it still is very slow. I have also been unable to actually get my plastic tube to come out of the other end, wherever that is .....seems to be bumping against something hard, not leafy crud. Comments please?

had the same prob, this is how I fixed it

I removed the plastic bilge tube from the thru hull fitting located at your scupper valve. I ran a garden house and washed all the leaves and debris out. I plugged the hole before it went back into the tube, cleaned all the debris off the floor with a wetvac and then installed the ping pong ball scupper valve and have had 0 issues and its drains very well
 
"Scupper valve" is on OUTSIDE of boat, thru the rear hull? How do you remove? Does it unscrew from OUTSIDE ? Is the "something hard" my irrigation tube ran into the ping pong ball of the scupper valve? That would explain why it wouldn't pass thru.

If I read you correctly, the drainageway is from passenger part of boat, thru tube, and out the back of the hull, not thru into the bilge, and then out thru the bilge pump?
