I have no personal experience with the swirl impellers, but I think the general consensus is that prop will reduce top end slightly, but give a noticeable boost in low end and hook up.
Yes that impeller is the most common choice for the folks racing "stock" HX's out there. It helps the ski accelerate faster and it makes up for the top end by allowing the engine to turn a bit more rpm.
