seeedoo gtx ltd 1999 hi all

do u have to have the engine connected to test the starter electrics circuit ?
my engine seized up and ive got it on the bench waiting for parts to come
so i though i would test electrics while i wait when i power it up i get the two beeps and the clocks light up for about 20 seconds then go out when i press the start button no clicking i noticed the back fuse box looked like it had had water in it

i have tested small pins on the solonoid and there is contanuaty
