removing seat from my 1998 seadoo xp

I need to take the seat off my 1998 seadoo xp to get to the plug that allows access to the fuel baffle. It says in my manual to remove the lower seat cover, which I have done to allow access to the outer boot, it then says to loosen the clamp and push down the outer boot to allow access to the inner boot.
I cant push the boot down far enough to allow access to the inner boot. Is there some trick to takeing out the outer boot?

You could leave the inner boot on if u want just unbolt the shock at the bottom and pull the seat up it will hang up a little bit cause of the black inner boot but will come out
