Removing intake grate

So one of my buddies got a little careless last weekend and sucked up a tow rope in my 08 GTX 155. I've managed to get a good bit of the rope out without removing the grate, but in order to cut the rest up I'm going to need to remove it. I've read many topics about this issue before, but I'm confused as to whether or not I need to put some kind of sealant on the bolts when I put them back in. Any advice would be appreciated! Thanks.
 
Here is a pic of your ride plate where you see the little water/oil looking drops on #28 those need locktite type 271, 10 ML. and on #31 that needs silicone sealant 5150, 300 ML.

Thanks so much!! That's exactly what I needed. I fixed it this morning and took it for a test drive this afternoon and it ran flawlessly. I'm lucky nothing else broke!
