Rave valve

My 97 Sea-Doo Spx is running like crap. Near impossible to start and when it does it bogs and surges. I took my rave valves apart to clean them( they were dirty as all hell) and noticed one of the rave valve diaphragms has a decent size hole in it. Would this cause my issue of surfing and bogging?
 
I would guess no...

The rave valve alters the exhaust port duration to change the power curve of the engine. Surging and bogging shouldn't be related.

You mention hard start. Check your rotary valve cover o-ring and the cover clearance. Excess wear can cause hard starts and scavenging between intake ports when running.

Surging and bogging sounds fuel related.
 
Thanks for the info I’ll check that out as well. I ordered new diaphragms and gaskets for the rave valves. Changing out old fuel lines and cleaning everything I can get my hands in hopes to get her to run good!
