what make the carbs different?
why was the accelerator pumps different and what do they do?
how do I tell what carbs I need?

98 was the first 'full' year of the 951. some changes were made 99-02. follow the settings for the 99. I assume you're talking about the 951 ski.?

yes mine is a 98 red and purple with a gray motor but missing the carbs, looks like it had all the plastic intake and carb bolts and cables, one more question is there is a small short cable about 10 inches long. I assume this goes to the carbs? then I see a choke cable and throttle cable.
I can't seem to find the cable layout in the manual.

Short cable is probably for the oil pump.
You can only get one set of new 951 carbs so just buy those and make sure the jetting and screws are set for your ski.

The pair new is usually about $500 but you would have to check with OSD seadoo to see if he can get them.

The accelerator pumps work great but can clog up so some people get tired of maintaining them and just remove them and rejet.
They were an emissions thing so seadoo could jet them lean at idle to pass emissions then the squirt of fuel would stop the lean jetting from stalling. It works really well as long as you maintain them.
