Question about bolts and washers for trim on the jet pump

So Im doing a repair on my 97 Seadoo gsx. The drive shaft snapped. So I took everything apart and now I'm putting it back together. On the housing there are 2 bolts that allow the trim to move up and down (or pivot). When I removed this piece a washer and lock washer were on both sides. When I put it back together neither will fit. No matter if they're together or being installed individually. Are these washers necessary. If I can post a pic for context I will. The bolts ate designed to sit flush in the housing. So the washers don't go there. So that leads me to suspect that they go inside the brackets. I wish I could be more detailed.
