popoff question on carbs

I am rebuilding my carbs... i checked popoff value with the circular diaphragm removed (the one that looks like it has a wheel in the middle of it) and it was around 38 (correct for my boat).

Then i installed the wheel like diaphragm and screwed the cover back on

now the carb doesnt have a popoff.... it slowly hisses out air starting at 10psi

does that mean i need to adjust the pivot arm? or is it supposed to be like this, so you can only read popoff with the cover off?

Is it a Mikuni diaphragm? They are easy to tell since the OEM/Mikuni diaphragms have a red nipple.

You may not get a clean pop if the needle and seat is dry. wet it with some oil, and try it again.
 
yea or fill the seat with some wd-40 then put the cover on and POP it off...if there is no fluid (like under normal operating conditions) you will get the hhhhiiiiissssssssss, and it wont hold pressure well
