Piece keeps backing off the crank

Can someone help with how I tighten this down? It keeps backing off the crank and I don’t know how to tighten. I apologize am not sure the name.

That’s the PTO. You need an impeller spline tool and a torque wrench. I pull the cylinder head and put a block of wood on top of the rear piston then put the head back on to lock the crankshaft.
