Oil injection question

I am working on a 1997 Seadoo Speedster with twin 717 motors that I just picked up. The carbs need rebuilding so I tore into it today. While down there I noticed that the oil injection cable is attached to the oil pump but is slack and not riding in the grove. I googled it and there is a lot of info and pictures about the cable attachment at the pump end but my stupid question is where is the other end of the cable supposed to be attached to? Any adive will be appreciated.

It should be attached to the carbs. I am not sure on the boats but on the skis it typically attaches to the front carb on a 717 if it has a short cable from what I can remember.
 
I believe the 717 with dual carb setup has the cable go from oil pump, under air box, and attach to rear carb
 
I believe I found where it goes. The next question is, my service manual shows the index marks on the pump for adjusting the cable but it doesn't say what the throttle position is when setting this adjustment. Is it throttle wide open or at idle?
