If you have excessive oil pressure at the filter can then I would think it may have something to do with one of the oil pumps or maybe a blocked oil passage or blow-by. Crank case pressure related to the TOPS is a different issue than actual oil pressure at the oil filter. I am not an expert on how the oiling system works in these engines but I did find this thread was particularly interesting, there is also a link to a great youtube video that explains how the oil system works in these engines. It should help you track down the cause of this problem:
