no start

I just finished installing two 800s that i knew had 150/150 compression on all four and plumbed them in. The carbs look clean and i did nothing with them. Checked spark....really good. draws fuel. and i cannot even get it to "cough". I sent in a little quick start into both with the throttle open, and still not even a cough. I am totally prepared to clean and rebuild the carbs, but i just want to hear it fire. the quick start directly into the carb should get it to fire.....no? what am i missing?

sorry to bother everyone....i jumped the gun. I pulled the plugs and sent starter fluid directly into the chamber and she coughed right away......both engines. Then i sent some again through the carb with the throttles open and she coughed again. Time to do the fuel system.
