New problem, the break in oil....

The break-in oil has flooded my old engine and I cant get it to refire, I put new plugs in 3 times, I get one fire on each engine cylinder then then foul out again, what do I do?
 
Ok let me correct this statement;

I was out on the water today and was having problems with the new engine, it would not refire when hot, after screwing around checking stuff on the water, I check my spark gap and forgot to gap the plugs! They where .037, gapped to .23. The engine smoked horribly for a good minute at WOT and would not rev past 1k, after about a minute the engine burned off most of the oil and ran great, now it starts right up without a problem.

Now the dang old engine, well two years old according to SBT, started to do the same thing, it would not fire, it would just crank. Pulled the plugs, they where fouled out, check the gap, they where .24. Put new plugs in gapped at .23, each cylinder fired once and then nothing. I checked the plugs and they where fouled again.

All fuses are good. I do have good spark, Any Idea's on what to check or do?

It ran great wide open for almost 30 minutes, then I docked came back and it would not refire, it just cranks.
