Need help 98 gsx limited

Hello everybody I have a 98 gsx limited 951 carb motor.
WILL NOT START.
Motor has spark, compression, etc. but it’s not pulling fuel to the carbs. Just rebuilt the carbs and they’re not pulling a vacuum.

Yes. Everything has been reconnect due to having to take carbs off multiple times.

Just kinda stumped. With no vacuum with carbs, spark plugs are dry cause of no fuel. And also It has oil but it is not pulling an oil through the yellow oil lines either.

I’m not very knowledgeable on these engines. I appreciate all the help I can get.
 
Mikidymac will know this answer....is it possible that the check valves in the pump (pulse side of carb) are installed backwards??? Those little clear plastic check valves have to be in the right orientation to open/seal properly (I BELIEVE)....that's why the little blue stripe is on the plastic check valve (per the sticky post instructions). I too seem to be having a "dry" carb situation (ski is acting like it is not getting gas...but I have not been back into the carbs as of yet to try yet again).....she was running though two weeks ago but my son said the ski burped some black smoke and quit...but it started right back up and he was able to drive it home at speed with no other adverse issues...but it has not started since.....cranks over well enough though, just won't catch to start....I charged the battery to full voltage too and had it load tested.

And also It has oil but it is not pulling an oil through the yellow oil lines either. << In order for the oil to flow through the little 3/32" tygon oil lines the oil pump needs to be operating, which means that the cable to the oil pump needs to be properly adjusted for the throttle cable to also pull the oil pump cable to feed the oil to the 3/32" lines (there is a priming procedure, I believe I read somewhere)....once the lines are primed, the oil flows into the carbs in relationship to the throttle (more throttle, more oil).....Mikidymac...is that correct and can you confirm.....is it safe to say that full throttle should correlate with full open on the oil pump accordingly?!<<
