Low RPMs Speedster

I just rebuilt one of the 657x engines in my 95 sea doo speedster, I put in a new crank and pistons. I've been trying to break it in but have not been able to get it to go over 4,000 RPMs. I have adjusted the throttle cable, it does open all the way.

It seems to run smooth, just won't go past 4,000. Once you get it up to 4,000 and you continue to push the throttle the engine just stays steady at 4,000, doesn't even sputter.

Any suggestions?
 
After looking at a lot of other posts I think the Neutral safety switch is faulty. In fact I was able to start it while it was in forward. I read that its definitely broken if you can do that.

I'm going to check that out today, does that sound right?

Does anyone have good instructions on how to bypass it?
 
My 95 Speedster will start in forward ONLY IF one engine is running. I guess it is a restart feature if a engine stalls.
 
Your seadoo might also be in limp mode. Mine is behaving exactly the same way (I can't get mine past 5000 rpm) except I get those audible annoying beeps from the computer that indicate a problem. Now I have mine in the shop during the best seadooing weather of the yerar :(

From my shop manual, it appears that there are times when the seadoo could be in limp mode without having any fault code beeps from the computer. Do you get any fault code beeps? If you are, your manual should indicate what the fault code is.
