Low RPMs GTX LTD

Ok, Im totally baffled here. I replaced all fuel lines, rebuilt carbs, cleaned fuel selector, replaced fuel filter. Im still having low RPMs. It only gets about 6400. It is actually slower now than it was before I did all this.

1. When I took the carbs off I noticed the butterflies werent opening ALL the way, so I adjusted the throttle cable, noticed when I drove it that at WOT it would cut back to 5800-6100, so I put the adjustment in the same exact spot and it now turns 6400.
2. While rebuilding the carbs, I didnt have an exhaust wrench and loosened all other bolts, now the head pipe is leaking around exhaust manifold. (I have wrench ordered now)
3. Maintenance light is on. Could this be from the water leak? I know it is leaking water in the hull because the water that comes out the back of the drain plugs is hot. I feel the gasket is good bc we only loosened the allen bolts. Im sure we didnt break the gasket. I think I just need to get some sealant and put the gasket back on and it will stop the water leak issue.
4. I changed spark plugs, and cleaned fuel filter before I rebuilt carbs and it hit 7000 RPMs ONE TIME!!! I turned the ski around and headed back to shore and it would only hit 6500 again.:mad:

What else could be causing low RPMs? I read in manual the water regulator could cause the issue too. Something just isnt right:facepalm::mad:
 
I also noticed, that under load, like when I turn sharp and hit WOT, the ski hits 6500 or so and then slowly drops RPMs back to 6100-6400.Could it be the adjustments on carbs that are off?
 
are you saying that you are driving with an exhaust leak?

yes, this will kill HP, but more importantly, that leak is directly above your intake... do not operate the ski again until you've completely fixed it.
