Is this normal, engine revs

I have a 97 seadoo challenger jet boat,singlr 787, just rebuilt the engine, carbs.... Running great but in nuetral it will rev up to 3000 and then it seems like it has a rev limiter, in forward it revs right up. Just wondering if this is normal.
