.......and exactly where is the elusive thing located? Owner's Manual says" under the front storage basket", but either they lie, or I'm too stupid to see it.

The big electrical box in the engine compartment is a no-brainer, but where is number 2? I'm tired of feeling stupid. Thanks, nm

I'd say, if not under the storage container, than...ITS NO WARE TO BE FOUND...,

2nd Fuse box

There are many storage compartments on the boat right. Well, if you are sitting in the driver seat, open the "hatch" located in front of you (where the rear-view mirrors are located on). Take out the storage bin and you will find the fuses off to the left (as you sit in the driver seat) on the bottom, next to the steering mechanism. Found my submersible pump fuse there.

Duh! As many times as I have opened that hatch, it never occurred to me that the bin was removable, or that this area was "the front storage area", since there is another one forward of that on the port side. The owner's manual and the shop manual were worthless on this simple thing. Thank you for the concise answer.

Key is that you found it right! I would also recommend spraying that area in WD40 since it does not air out often and greasing up the steering mechanism and the mechanism that handles the de-weeding "forks" on the bottom of your boat while you are in there. Mine was all seized up but now work great.
Good luck!
