Is it time for a rebuild?

Ok well after chasing what I thought was a fuel delivery problem, and changing all fuel lines, carb clean and finnaly carb rebuild with new needles and seats I rechecked the compretion. Before I rebuilt the carbs, I had checked the compression and it was at 140. After the carb sebuild there was no change in the starting problemnIt still did the same exact thing.The new compressiontest showed a low compresstion of 120-125 in both cylinders. I squited oil in and the compretion jumped to 150 in both cyilinders. So My question is is it time to rebuid? Are there any other tests to do before decideing on a rebuild? How do I determine if to do a complete rebuild or only a top end rebuild? One thing I did notice was that after cranking for a while and then looking at the plugs, the mag plug was wet and oily black and the pto plug was fairly clean and slightly damp looking, any thoughts to why? Why would the first compression tests yeild a higher psi reading? When doing a compression test are you supposed to take out both plugs and hold throttle wide open like on a 4 stroke car engine?...Thanks...H

Its time to replace the shortblock, or DIY when compression is low, and the crank seals leak, or mechanical malfuntion. I have had great success with SBT engines. I've been on a tour and their fascility is state of the art. Highly recommend.
