Is it possible of the ecm?

This question is pertaining to a 05 Sportster 4-tech scic, but the question still could relate to other makes.

Could the ecm tell the pump to use 1/3 it's power? I guess if it was limp mode, it would?
How could you tell if the ecm is in limp mode or not? Could I get a fault code through beeps?

I found the fuel pump to be running at 20 psi. This boat had been sitting for over a year, and I was told it was winterized properly...I gave it fresh gas and it ran like s***, it ran so bad I didn't want to even try to get it much past ten mph! I changed the correct spark plugs, a little better, s***! ... Check to see if there where any clogs in the injectors or fuel rail, a little sludge. Or animals chewing on anything in the air box and through, nothing. I had it out and eventually got it to thirty mph very slugish. still!

Finally got under the seat and the pump reads 20 psi, that is 1/3 of the power. And the performance didn't chance much. This means it had been like this out of storage. I wasn't the last to use the pwc, so is this weather or else?

The engine light is not on. But some electronics had been un/replugged~ And then I had a start up mystery, it did not start but the fuel pump came on! I was told that unplugging shouldn't cause a problem. And yes I had it in nuetral, but right after I tightend cylinder 2's coil teminal I tried and it started right up! What the hell is with that.

Could it be weather? It is 1/3 it's power, could it be some thing else, before I buy a 500 dollar pump?
