What is the correct timing of this vavle in relation to what the pistons are doing? Mine are doing as follows: On the down stroke it is in the open and the upstroke it is closed. Does this seem right? I had it off but swear I marked it and put it back on the same as it was.

No, that doesn't seem right, are you turning the motor the correct direction? Did the motor get moved after you removed it?
For the 720 motor, it should open 147* before top dead center and close 65* after top dead center. The RV plate is asymetric meaning it can be put on either way and it will be slightly different.
