Inspect Oil Filter without Oil Removal

Can I remove the oil filter without draining the oil? I did a complete oil change at the end of the last season. Brought home from storage and was doing an inspection inside the engine area for season opening when I noticed a rubber seal from the oil filter sitting in there. Not sure if it came from my old filter.
