Impeller installation question?

So I just installed a new impeller and wear ring on my 03 GTX. My question is this...Should the impeller turn easily inside the housing? I was trying to turn the impeller and it is very difficult. I can turn it with the impeller tool and wrench but not by hand. Is this normal? Before I installed the new ring it was very easy to turn although my old ring was pretty tore up.
 
I also want to ad that the impeller seems to be slightly touching the wear ring in a few areas. I used a new OEM replacement impeller and wear ring and installed exactly per the instructions.
 
Impeller should touch the new wear ring slightly but should also spin freely.
 
I recently changed out my wear ring as well and before I took out the old one I noticed that I could spin the impeller rather easily with my hands and it would spin freely. After I put my new one in noticed that it was a little hard to spin and it also touched wear ring in a few places. After I installed it and ran the ski I took the pump off again just to make sure and everything was fine, also spun freely after I ran it with nothing catching at all. As long as you can actually somewhat spin it and its not all locked up I think you will be fine.
 
I'd bet money after the intial fire up the prop will spin just fine.

Mine was tight as well and actually ended up having the Seadoo place change out the impeller (long story).

I sprayed the wear ring with XPS before starting per the guidance.
