How to adjust the twin carbs on a 1996 xp

Hello all,
Fairly new to the forum. Can someone tell me how to adjust my twin carbs? I was reading the shop manual and it gives the low side adjustment but not the high. It says that there are caps on the high side that should not be removed. Well the problem is that they have been removed and I'm not sure where they should be set at now. Can anyone help with this?

Hi. The carbs should be set to" 1 1/2 " on the low speed and "0", on the high speed screws.

Correct settings are...lsa=1, hsa=0

So your saying to turn the low side all the way in and then back it out one full turn on both? Then the high side all the way in and don't mess with? Can you explain to me the fuction of the low side and the function of the high side. Does one control the air and the other control the gas.
