High temp warning won't let me start

We have a 96 GTX that was worked on in May and teasted. It hasn't been run until today... which it didn't. Get the two beeps and then the high temp alarm but won't allow start. I disconnected the the wire from the temp sender, no change. Question #1 what should i read acorss the sendor, open or continutiy? Question #2 Is there another point to check for a short or a non-ground? In deep puuu here have two boys waiting to use the ski...Thanks for any help.

I tried what you mentioned. I also went through and disconnected all the plugs one at a time. The one plug that stopped the warning tones also wouldn't allow the starter to engage. it was a three wire plug (BK,WT, and BK/Yellow). With this plug open we could read all the gagues. Plug it back together and had the same problem. 2 beeps and 3 long beeps with the water hi temp light lit.
 
It sounds like the temp sensor is bad. It should read open till it get's hot. Then it connects ground like a switch and causes the high temp indicator. Use a multi meter to check for continuity. I can't open the manual for the exact trace on the 3 wire plug, but it sounds like it must be the temp sensor.
