High rpm

New to seadoo, bought a seadoo sportster boat that needed starter, put new starter in and got it started. My question is I started with water hose attached on trailer the rpm’s were very high and throttle didn’t change them. Does the boat need to be in water to run correctly or is something else going on?
 
Sounds like it is sucking air from somewhere, fuel filter/water seperator is a common spot, possibly a fuel line sucking air, possible crank seals, possible carb base gasket
 
I am not too familiar with the boats but most seadoo engines run around 2800 RPM out of the water and around 1400 RPM in the water. They do sound high strung when on land. Almost sounds like a run away motor. I would check your idle screw and maybe verify your low and high carb setting, if it has carbs.
