HELP!! my 98 seadoo speedster one engine wont rev past 4500

Hello,
If anyone has had an issue like this, maybe you can give me some advice.
I have low rpms/speed on one motor and high rpms on the other.
I am a newbie with boats and just got my first one recently. First, let me tell you the boat was not run at all for two years. I changes the plugs, cleaned the carbs, and all the basics.When I launched the boat for the first time it started right up, but had real low rpms and would not go past 10mph. I probaly shouldn't have pushed it, but I figured it just needed to be blown out like a car that hasn't run in a while. One motor will go to up to 7500 at times, while the other struggles to hit 4000. Sometimes they both only run at 4000-4500 and the motors sound loud, revving like they are struggling. Once in a while, they will both tack at 6500-7500 and the boat runs beautifully 45mph with the whole family... Any ideas?

when going thru carbs, did you tear apart them, or spray the outsides. Makee sure the low adjuster setting is 1-1/2, and high adjuster is 0. Go thru the external fuel pupm..located in the "bend" of exhaut pipe. Pull plug boots off, and clip wires 1/4in...if all good, then, unplug the red wires at rectifier, see if that fixes it, if so, new rectifiers.

Thanks for the reply, I didn't tear the carbs down completely, One of the butterflies was sticking on the throttle, I greased everything up and blew out all the lines and ports. I will try what what you recommended, hopefully I can figure something out!
