TarHeel Challenger

I just picked our 98 Challenger 1800 in GA today. Got on the road headed back to Chapel Thrill and stopped at Lake Hartwell on the GA/SC border.
Major Issues.
As I said before, I have some sort of Carb issue. It doesn't have a lot of power when you gun it, and once it finally gets out of the water and plains out it runs decent. Its the right engine, left has no problems. I am young and mechanical but I don't know what the standard specs are for Jets or where they were. I could tear it apart if you guys gave me a little help. It smells rich when running, and idols fine, It just won't get out of the water. My parents have a year older, and it pops right out.
There was decent amount of water in the engine compartment. The bulge didn't work, but we were going good for a some time and that should have pumped out. Hows it getting in?
Minor Issues include fan, and bulge, and thats about it.
Can you guys help???
