Help! 1997 seadoo bombardier challenger 1800 wont start.

recently purchased 1997 seadoo bombardier challenger 1800. Was told it did sit for a couple years so I took a chance as it was inexpensive and first boat. Couldn't get it to start. Replaced the battery, spark plugs, and solenoid. Still nothing. Checked all fuses and all good. The got into the key situation and thought it may need programmed. Nope not the issue. Now I'm being told it could have something to do with the mpem. But I am getting beeps when I try to start it. The person that check it told me that the mpem wouldn't even communicate so now I am completely stuck. Thanks in advance!!

What do you mean by it wont start? Does it crank or no? You should get 2 beeps upon inserting the key

It does crank when crossing over the solenoid. There are no beeps putting the key on. With the key off pressing the start button and then putting on the key is the only time I get a beep. Seems very odd
